Frustración Social y Restricción Presupuestal: Repensando la agenda pública en Pos-Pandemia

Abstract

Recurriendo a análisis de "economía-política", este documento busca aportar en el entendimiento de la difícil coyuntura de protestas globales anti- establecimiento y anticomercio internacional (2017-2020), donde se vienen enfatizando soluciones "nacionalistas" (tipo Brexit o America-First). Para ello se utilizan principios analíticos históricos sobre la relación "senales de mercado" (prevalecientes en Estados Unidos) Vs. "ruidos regulatorios" (prevalecientes en Europa). Allí aparece la importancia de distinguir el ascenso de una clase media motivada por su "progreso-económico" o aquella fundamentada en "valoresciudadanos" que apuntalarían mejor su progreso en el tiempo. Tras analizar los temas de "ascensor social" y sus determinantes, ofrecemos interpretaciones sobre la reducción de la pobreza y el ascenso de la clase media en América Latina durante 1995-2020. El periodo pos-auge de commodities (2015-2019) mostraba estancamiento en dicho progreso social por cuenta del bajo crecimiento, el escalamiento del desempleo y las mayores restricciones presupuestales. Ahora, tras los devastadores efectos globales del covid-19, la recuperación será aún más compleja, pronosticándose un contracción global de -3% en 2020 (Vs. un 3% en pre-pandemia), pero una esperanzadora aceleración hacia un posible 5% en 2021. Finalmente, este documento ofrece una agenda mínima de reformas estructurales que tocan con la mejor calidad educativa pública, el mejor aprovechamiento de la apertura comercial (infraestructura) y la focalización del gasto público para mejorar la distribución del ingreso. Esta agenda pública debe combinarse con cruciales acompanamientos del sector privado en su priorización.
