El Efecto Del Regulador Y De La Comunidad Sobre El Desempeno Ambiental De La Industria En Bogota, Colombia

Abstract

Este artículo presenta las relaciones existentes entre tres agentes que influyen en el nivel de contaminación hídrica industrial de la ciudad de Bogotá: las empresas, el regulador ambiental y las comunidades. Reconociendo que las decisiones de estos agentes pueden ser mutuamente dependientes, se utilizó un modelo de ecuaciones simultaneas para encontrar los determinantes del desempeno ambiental de las empresas, los del control de regulador y los de la presión de las comunidades sobre esas empresas. Los resultados evidencian que, contrario a lo que ocurre en otras ciudades del tercer mundo, el desempeno ambiental de la industria en Bogotá depende significativamente del control ejercido por el regulador y no depende de la presión de las comunidades afectadas. Se encontró también que el nivel de presión ejercido por las comunidades depende de sus condiciones socioeconómicas. Adicionalmente, se encontró que las decisiones de las empresas sobre su manejo ambiental son afectadas por su posición dentro del ranking de contaminación que el regulador publica en Internet.
