Liberalización y entrada de capital extranjero en el sector bancario colombiano

Abstract

La legislación ha jugado un papel central en cuanto a la presencia de inversión extranjera en la banca colombiana. Se documentan diferentes formas de operación de los bancos. Los públicos tienen baja concentración geográfica y operaciones que explotan esa cobertura física. Los extranjeros tienen una actividad más diversificada entre operaciones de intermediación y de no intermediación. Estas últimas, por ser contra-cíclicas, hacen menos riesgosa la operación. Los ejercicios econométricos senalan que: (i) los extranjeros tienen menores costos administrativos, mejor calidad de cartera y menor poder de mercado. (ii) la adquisición de bancos nacionales por parte de extranjeros redundó en una gran mejora de aquellos. (iii) se identificaron beneficios derivados de la entrada de intermediarios, particularmente de nacionales. (iv) la apertura de la cuenta de capitales incrementó la competencia. (v) tras la liberalización de principios de los 90 se incrementaron los costos no financieros, posiblemente reflejo de mejor s en la regulación y supervisión. (vi) tras la liberalización, la cartera de los extranjeros mejoró, quizás por haber atraído los mejores prestatarios. (vii) los márgenes se volvieron más sensibles a la calidad de cartera, presumiblemente indicando mayor prudencia de los bancos. (viii) habiendo economías de escala, la calidad de la cartera se deteriora cuando aumenta la concentración.
