El empleo en el sector rural colombiano ¿Que ha pasado en los últimos anos? ¿Que se puede prever?

Abstract

La motivación de este estudio surgió de observar el deterioro del mercado laboral colombiano en los últimos anos, tanto en el sector urbano, como en el rural. En efecto, la tasa de desempleo a nivel de las principales ciudades llegó a mediados de 1994 a un mínimo del 7.5%, que se aproximaba a la tasa de desempleo natural. Desde entonces, ésta ha venido creciendo hasta alcanzar más del 13% a mediados de 1997. En el sector rural, la tasa de desempleo alcanzó un mínimo ligeramente superior al 4% en 1991, manteniéndose estable hasta 1993. De 1994 en adelante esta tasa ha venido aumentando también, alcanzando el orden del 6.5% en septiembre de 1996. Este trabajo se concentra en analizar el comportamiento del mercado laboral rural colombiano, en el período comprendido entre 1988 y 1995 utilizando para ello las encuestas de hogares rurales, efectuadas por el DANE. Con base en este análisis se pretende prever las posibles tendencias futuras de ese mercado y formular elementos de política que puedan servir para mejorar las condiciones del mercado laboral rural en el corto y mediano plazo.
